National HMIS Consultant (12‑month contract)

About the role
UNICEF Sierra Leone is seeking a National HMIS Consultant for a 12‑month assignment based in Freetown. The consultant will work closely with the Ministry of Health and UNICEF’s Health and Nutrition programme to strengthen the country’s health information system and support digital health initiatives.
Key responsibilities
- Strengthen capacity at facility and community levels for the administration and use of the national HMIS, including DHIS2 and the Community Health Information System (CHIS).
- Support implementation of digital health tools such as the Scorecard, Bottleneck Analysis and Action Tracker.
- Design and deploy electronic data collection tools for Nutrition, EPI, RMNCH and community health using platforms like EPI Info and KoBoToolbox.
- Develop and maintain infographics and Power BI dashboards to enable performance monitoring and evidence‑based decision‑making.
Required profile
- Bachelor’s degree in Health Informatics, Information Systems, Public Health, Statistics, Demography, Computer Science, Monitoring & Evaluation or a related field.
- Minimum two years of progressive experience in health information systems, DHIS2 configuration, electronic data collection, data quality assurance and dashboard development, preferably in Sierra Leone or a similar context.
- Fluency in English; knowledge of local Sierra Leone languages is an asset.
