Program Quality Deputy Director

About the role

The Management Quality Deputy Director will lead financial, budgeting, supply‑chain and operational functions for a large‑scale HIV care and treatment program in Sierra Leone. Reporting to the CDC Project Director, the role ensures efficient program delivery, donor compliance and achievement of project objectives.

Key responsibilities

• Provide compliance oversight for the project and all sub‑agreements, interpreting USG and other donor regulations.
• Design and deliver trainings on compliance, internal controls and financial management.
• Conduct internal control assessments, financial reviews and follow‑up on recommendations.
• Source, supervise and mentor Finance and Compliance staff.
• Develop strategies to mitigate compliance‑related liabilities.
• Serve as the primary contact for grant management and compliance with treatment facilities.
• Coordinate with World Vision finance and compliance teams to build capacity at supported sites.
• Prepare, review and submit financial and performance reports to donors.
• Monitor sub‑grantee performance and ensure alignment with program goals.

Required profile

• Proven experience in donor‑funded program compliance and financial management.
• Ability to interpret USG and other donor regulations.
• Experience designing and delivering compliance training.
• Strong supervisory and mentorship skills for finance teams.
• Excellent coordination with multi‑stakeholder teams.
