Senior Policy Manager, Embedded Labs Program

About the role

The Senior Policy Manager will lead IPA’s Embedded Labs program, helping governments generate and use data for evidence‑based decision‑making. Working closely with the Senior Director of Embedded Labs, the role will shape program growth, support lab engagements, and represent IPA in policy discussions.

Key responsibilities

• Provide technical assistance and project‑management support to individual lab engagements from design through implementation.
• Lead monitoring, evaluation, and learning (MEL) activities to assess program impact and develop best practices.
• Develop and deliver onboarding materials, trainings, and knowledge‑management resources for staff and partners.
• Produce public‑facing outputs such as case studies, toolkits, and evidence reviews, and support communication strategies.
• Identify business‑development and fundraising opportunities, coordinate grant reporting, and manage deliverables across labs.
• Organise strategic events, including summits, workshops, technical working groups, and the annual Cross‑Country Learning Exchange.

Required profile

• Master’s degree in economics, development, international relations, public administration, public policy, or a closely related field (or equivalent experience).
• At least 3 years of relevant experience in policy, program management, or development work.
• Demonstrated ability to work collaboratively with government partners and multi‑disciplinary teams.
• Strong analytical, writing, and presentation skills.
