Chief Planning & Monitoring (P-4)

About the role

The Chief Planning & Monitoring provides coordination and guidance to UNICEF Sierra Leone programme sections and the field office on programme planning, implementation monitoring, reporting, and knowledge management. This senior position ensures that data‑driven programming and real‑time monitoring support continuous learning and evidence‑based decision‑making.

Key responsibilities

• Lead programme planning, reporting and monitoring across all UNICEF Sierra Leone sections.
• Oversee budget and contribution monitoring, ensuring compliance with results‑based management principles.
• Provide assurance on programme implementation, quality, and adherence to HACT guidelines.
• Manage knowledge management activities, including the production of analytics, situation analyses, secondary data analyses and infographics.
• Develop capacity of staff in results‑based management, monitoring and evaluation.
• Coordinate with partners and internal units to align programme priorities and resources.

Required profile

• Master’s degree or equivalent in Social Sciences, Development, Programme Planning, Public Administration, Statistics, Demography or related field.
• Minimum eight years of professional experience at national and international levels in programme planning, budget oversight, monitoring and evaluation.
• Proven experience managing large‑scale programmes and leading monitoring functions.
• Previous experience as a Chief Planning & Monitoring or Programme Monitoring & Evaluation officer.
• Strong leadership and team‑management skills, with ability to coordinate across sectors.
