Director of Programme Development and Quality

About the role

The Director of Programme Development and Quality (PDQ) leads Save the Children’s senior management team in Sierra Leone, shaping and delivering high‑impact, evidence‑based programmes for children. Reporting to the Country Director, the role ensures strategic alignment of Country Strategy Plans, annual work plans and robust MEAL systems across all operational areas.

Key responsibilities

• Drive cross‑functional engagement to develop and implement Country Strategy Plans and annual results‑focused plans.
• Oversee the design, monitoring, evaluation, accountability and learning framework to ensure data‑driven decision‑making.
• Represent the organisation with government bodies, donors, partners and peer agencies, influencing strategic positioning and funding.
• Lead project design and ensure compliance with child‑rights programming principles.
• Manage a team of seven staff, fostering collaboration across Operations, Award Management, Humanitarian, Advocacy and Finance.
• Respond to major humanitarian emergencies, adapting working hours and priorities as needed.

Required profile

• Proven senior leadership experience in programme development, quality assurance or MEAL within the humanitarian or development sector.
• Strong understanding of child protection and rights‑based programming.
• Demonstrated ability to work with complex, multi‑task environments and build effective cross‑functional relationships.
• Excellent communication and representational skills for high‑level stakeholder engagement.
