Director of Programme Development & Quality

About the role

The Director of Programme Development & Quality leads Save the Children’s senior management team in Sierra Leone, shaping and delivering high‑impact, evidence‑based programmes for children. Reporting to the Country Director, the role ensures strategic alignment of Country Strategy Plans, robust monitoring and learning systems, and strong partnerships with donors and government.

Key responsibilities

• Drive cross‑functional engagement in developing and implementing Country Strategy Plans and annual work plans.
• Oversee a comprehensive MEAL system, ensuring data quality, evidence collection and utilisation for decision‑making.
• Represent the organisation with government, donors, partners, and other stakeholders to secure strategic positioning and funding.
• Lead project design and ensure programmes adhere to child‑rights principles and Save the Children’s global breakthroughs.
• Manage a team of seven staff, fostering collaboration across operations, award management, humanitarian, advocacy and finance functions.
• Respond to major humanitarian emergencies, adapting working hours and priorities as needed.

Required profile

• Extensive senior‑level experience in programme development, monitoring, evaluation and learning within the humanitarian or development sector.
• Proven ability to lead multi‑disciplinary teams and influence senior stakeholders.
• Strong understanding of child protection, rights‑based programming and evidence‑based design.
• Excellent communication and representation skills for high‑level advocacy.
• Willingness to travel regularly to operational areas and work flexibly during emergencies.
