Monitoring, Evaluation and Learning Expert

About the role

NTU International is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to support the design, implementation and continuous improvement of the monitoring, evaluation and learning framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role will contribute to strengthening cooperation between Africa and the EU in the space sector.

Key responsibilities

• Design, implement and refine the MEL framework for the AESPP Boost programme.
• Develop indicators, baselines, data collection protocols and evidence consolidation processes.
• Conduct impact assessments and support results‑based management.
• Provide technical guidance to partners and stakeholders on MEL practices.
• Prepare monitoring reports, learning briefs and recommendations for programme improvement.

Required profile

• Master’s degree in evaluation, statistics, data science, development economics, social sciences or related field (or equivalent experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or multi‑partner programmes.
• Experience with EU‑funded programmes and work in Africa is an asset.
• Excellent command of English; working knowledge of French and/or Portuguese is a plus.
