Monitoring, Evaluation & Learning (MEL) Manager

About the role

Heifer International is hiring a Monitoring, Evaluation and Learning (MEL) Manager for its Sierra Leone Sustainable Living Income (SLLDP) project, where it has not yet established a country office. The role covers planning, monitoring, evaluation and learning systems, with a strong focus on data collection, integrity, analysis, reporting and dissemination to MAFFS and IFAD. It also provides technical input to project reviews and supports the regional and global MEL systems.

Key responsibilities

• Implement MEL systems for the SLLDP: run baseline and monitoring, follow MEL policies and guidelines, use digital tools, and support the project unit's MEL plan.
• Design MEL plans with HQ-standard indicators and targets, create indicator reference sheets, results frameworks, logical frameworks and theories of change, and review them regularly.
• Manage, clean and analyse data, respond to donor and headquarters requests, document lessons learned, and produce semi-annual and annual reports for HQ, donors and MAFFS.
• Build MEL capacity in staff and implementing partners through coaching and training, and supervise external survey contractors.
• Support fundraising by helping write concept notes and proposals, and network with other organisations and governments.

Required profile

• B.Sc./M.Sc. in Economics, Agricultural Economics or a related field.
• 10 years or more in a similar position.
• Knowledge of MEL, data analysis, project management, strategic thinking, people management and stakeholder relations.
