National HMIS Consultant – 12‑month UNICEF contract in Freetown

About the role

The United Nations Children’s Fund (UNICEF) in Sierra Leone is seeking a National Health Management Information System (HMIS) Consultant for a 12‑month assignment based in Freetown. The consultant will support the Ministry of Health and UNICEF’s Health and Nutrition programme by strengthening digital health systems and data‑driven decision‑making.

Key responsibilities

• Strengthen capacity at facility and community levels for the administration and use of the national HMIS, including DHIS2 and the Community Health Information System (CHIS).
• Support implementation of digital health initiatives such as the Scorecard, Bottleneck Analysis and Action Tracker.
• Design and deploy electronic data collection tools for Nutrition, EPI, RMNCH, Community Health and other programmes using platforms like EPI Info and KoBoToolbox.
• Maintain up‑to‑date infographics and Power BI dashboards to monitor performance and inform programme decisions.

Required profile

• Bachelor’s degree in Health Informatics, Information Systems, Public Health, Statistics, Demography, Computer Science, Monitoring & Evaluation or a related field.
• At least 2 years of progressively responsible experience with health information systems, DHIS2 configuration, electronic data collection tools, data quality assurance and dashboard development, preferably in Sierra Leone or a similar context.
