Program Monitoring, Evaluation and Accountability Manager

About the role

World Vision Sierra Leone is seeking a Program Monitoring, Evaluation and Accountability Manager to lead the design, monitoring, evaluation and knowledge‑management systems across its programmes. The role provides strategic leadership to ensure high‑quality evidence generation, organizational learning and adaptive programming that improve child well‑being.

Key responsibilities

• Integrate design, monitoring and evaluation standards into the Country Strategy, technical programmes, area programmes, grants and sponsorship initiatives.
• Lead technical reviews of theories of change, log frames, indicators, implementation plans and indicator tracking tables.
• Strengthen monitoring systems, oversee outcome monitoring methodologies such as LQAS, STAR, sponsorship and grant performance monitoring.
• Provide oversight for digital monitoring platforms including Horizon, iMPAQ CommCare, mWater, CMAM and SAVIX.
• Ensure cross‑cutting themes (safeguarding, gender equality, disability inclusion, resilience, advocacy) are embedded in programme design.
• Guide annual planning and budgeting to support evidence‑based programming and track national strategic indicators and programme KPIs.

Required profile

• Relevant tertiary education in monitoring and evaluation, public health, social sciences or a related field.
• Proven experience in programme design, monitoring, evaluation and knowledge management within the humanitarian or development sector.
• Strong understanding of child‑focused development programmes and World Vision’s Christian ethos.
• Ability to provide technical support and coordination across integrated area programmes and special grants.
