Health Financing Advisor – Sierra Leone

About the role

Last Mile Health is seeking a Health Financing Advisor to support the Sierra Leone program. The advisor will work closely with the Ministry of Health, Ministry of Finance and development partners to transition community health workers onto the government payroll and strengthen primary health‑care financing.

Key responsibilities

• Conduct fiscal‑space assessments to evaluate the feasibility of absorbing 8,500 CHWs into the government payroll.
• Develop costed CHW payroll absorption scenarios (phased, full, hybrid) for budget negotiations.
• Identify domestic resource‑mobilisation options, including budget reallocation, earmarking and efficiency gains.
• Participate actively in the MoH Health Financing Technical Working Group and the Government Financing Committee.
• Support financing advocacy with the Ministry of Finance and development partners.
• Map administrative and policy processes related to CHW payroll integration.

Required profile

• Proven experience in health financing, preferably in low‑resource settings.
• Strong understanding of public finance, budgeting and fiscal analysis.
• Ability to work collaboratively with government ministries, parliament and development partners.
• Excellent communication skills for policy advocacy and stakeholder engagement.
