National Multi Sector NAP Development Expert

About the role
FAO Sierra Leone, in partnership with the Environment Protection Agency (EPA), is looking for a national expert to lead the development and validation of a comprehensive, inclusive, climate‑informed Multi‑Sectoral National Adaptation Plan (NAP). The expert will ensure the NAP reflects national and regional adaptation priorities, integrates climate risk evidence, and secures strong government ownership.
Key responsibilities
- Develop a multi‑sectoral NAP roadmap and methodology aligned with national development goals and international commitments such as the NDCs.
- Conduct climate vulnerability and risk assessments across the seven priority sectors, identifying risk levels, priority zones and affected communities.
- Facilitate inclusive stakeholder consultations at national and sub‑national levels to validate risks, gather contextual knowledge and propose adaptation solutions.
- Review existing policies and plans to ensure alignment with identified adaptation needs.
- Identify, prioritize and appraise sector‑specific adaptation strategies and integrate them into the NAP.
- Establish monitoring, evaluation and reporting frameworks with appropriate indicators and tools.
- Produce sector‑specific technical briefs, an overarching policy brief and communication materials for wider public outreach.
Required profile
- Master’s degree in climate change, environmental science, natural resources management, rural development or a related field.
- Minimum of 5 years professional experience in climate‑change adaptation planning, policy formulation, sectoral vulnerability and risk assessments, or multi‑stakeholder coordination.
- Working knowledge of English and any local language.
- National of Sierra Leone or resident with a valid work permit.
