Senior HIV Advisor – Sierra Leone

About the role
The Senior HIV Advisor will embed within Sierra Leone's Ministry of Health and the National HIV/AIDS Control Program to provide high‑level technical leadership for the national HIV surge strategy. The role supports the implementation of the Presidential Executive Order directives and aims to accelerate progress toward global and national HIV targets.
Key responsibilities
- Assist the National AIDS Control Program (NACP) in finalizing and implementing the National Strategic Plan (NSP) at national and district levels.
- Provide clinical guidance on updates to national guidelines, including dual HIV/Syphilis/HepB testing and rollout of PrEP (including Lenacapavir) for high‑risk pregnant and breastfeeding women.
- Support service decentralization by coordinating monthly HIV data review meetings with District Health Management Teams and other stakeholders.
- Act as the primary liaison between the U.S. Department of State, CDC, MOH, and international donors to ensure a data‑driven, decentralized response.
- Monitor progress toward 95‑95‑95 and 98‑98‑98 targets and elimination of mother‑to‑child transmission.
Required profile
- Extensive experience in HIV/AIDS program management and public health leadership.
- Proven ability to work with government ministries, multilateral donors, and U.S. agencies.
- Strong understanding of HIV clinical guidelines, testing algorithms, and PrEP implementation.
- Demonstrated experience in data analysis and health information systems for monitoring and evaluation.
Required skills
- HIV testing and diagnostics (dual HIV/Syphilis/HepB testing).
- PrEP program implementation, including Lenacapavir.
- Public health data analysis and reporting.
- Clinical guideline development and revision.
