Senior HIV Advisor – Sierra Leone

About the role

The Senior HIV Advisor will be embedded within Sierra Leone's Ministry of Health and the National AIDS Control Program (NACP) to provide high‑level technical leadership for the national HIV response. Reporting to the Department of State and working closely with the U.S. CDC and international donors, the Advisor will help drive the implementation of the National HIV Surge Operational Strategic Plan and accelerate progress toward global and national treatment targets.

Key responsibilities

• Support the NACP at both national and district levels, including finalizing the National Strategic Plan (NSP) and guiding its rollout.
• Provide clinical guidance on updates to national guidelines, such as dual HIV/Syphilis/HepB testing and the introduction of PrEP (including Lenacapavir) for high‑risk pregnant and breastfeeding women.
• Assist District Health Management Teams in organizing monthly HIV data reviews and fostering coordination among stakeholders.
• Serve as the primary liaison between the U.S. Department of State, CDC, the Ministry of Health, and international donors to ensure a data‑driven, decentralized response.
• Facilitate service decentralization and strengthen the capacity of local health facilities to deliver HIV services.

Required profile

• Extensive experience in HIV/AIDS program management and technical assistance in low‑resource settings.
• Proven ability to work with government ministries, donor agencies, and multilateral partners.
• Strong understanding of HIV clinical guidelines, prevention strategies, and data‑review processes.
• Excellent communication and coordination skills for high‑level stakeholder engagement.
