About the role

The Quality of Care Manager provides strategic and operational leadership for patient safety, clinical risk management, quality assurance and improvement across PIH‑supported health facilities in Sierra Leone. The role works closely with facility leadership, Ministry of Health counterparts and program teams to translate evidence into measurable improvements in clinical outcomes.

Key responsibilities

  • Provide strategic oversight of clinical risk management systems and maintain the Clinical Quality and Patient Safety Risk Register.
  • Lead implementation of the PIH‑SL Quality of Care Framework and quality governance structures.
  • Drive organizational patient‑safety initiatives, incident reporting, investigation and learning.
  • Oversee quality‑improvement activities, mentor QI staff and apply recognized improvement methodologies.
  • Develop and use clinically meaningful quality indicators and performance measures in partnership with SHIS, research and M&E teams.
  • Strengthen compliance monitoring, routine quality assessments and corrective‑action processes.
  • Manage the clinical audit programme, ensuring audits address priority quality and safety issues.
  • Lead accreditation readiness, coordinate compliance with national regulations and monitor corrective actions.
  • Build capacity through training, mentorship and coaching of quality champions and multidisciplinary teams.

Required profile

  • Master’s degree in a clinical health‑related discipline.
  • Healthcare Risk Management Certification (mandatory).
  • Minimum 5 years of experience leading quality and patient‑safety projects in a hospital or health‑system setting.
  • Demonstrated knowledge of quality‑improvement and patient‑safety methodologies, clinical workflow and data reporting.
  • Strong analytical, decision‑making and communication skills.
  • Proven ability to work independently and lead teams in a remote, resource‑constrained environment.
  • Fluent written and spoken English with excellent presentation and IT skills.
