Senior HIV Advisor – Sierra Leone

About the role

The Senior HIV Advisor will be embedded within Sierra Leone's National AIDS Control Program to provide technical leadership for the National HIV Surge Operational Strategic Plan. The role supports the Ministry of Health in achieving the 95‑95‑95 and national 98‑98‑98 targets and eliminating mother‑to‑child transmission.

Key responsibilities

• Assist the NACP in finalising and implementing the National Strategic Plan and updating clinical guidelines, including dual HIV/Syphilis/HepB testing and PrEP rollout.
• Support district health teams with monthly HIV data reviews, targeted interventions, mentorship, cohort monitoring and quality‑improvement tools.
• Coordinate national surge meetings, scale up index testing, viral load testing and back‑to‑care initiatives for lost clients.
• Lead technical preparation for G2G MOU implementation, milestone verification, financial alignment and capacity‑building for sustainable funding.
• Prepare and submit monthly reports to the U.S. Embassy and CDC, and participate in quarterly reviews with DOS and CDC partners.

Required profile

• Medical degree (MBChB, MBBS, MD or equivalent); Master’s degree preferred (e.g., MPH, Master of Medicine).
• Minimum seven years of progressive experience in HIV/TB/STI strategic planning and national health sector strategy in sub‑Saharan Africa.
• Proven experience with Global Fund operating procedures and financial management processes.
• Strong leadership, mentorship and stakeholder‑engagement abilities.
