WASH Project Review Consultant – Freetown

About the role

UNICEF is seeking a qualified consultant to conduct a comprehensive review of its integrated climate‑resilient WASH and livelihoods programme in rural fishing communities of Sierra Leone. The review will cover implementation from 2023 to mid‑2026 and provide evidence‑based recommendations for the remaining period through 2027.

Key responsibilities

• Assess the programme’s delivery against intended results for children, women and fishing households, focusing on service quality, functionality, utilisation, sustainability and climate resilience.
• Generate practical, evidence‑based recommendations to optimise programme performance and address any delays without additional financial implications.
• Evaluate the relevance of the theory of change, underlying assumptions and implementation modalities in the evolving operational and environmental context.
• Analyse how climate‑resilience has been integrated into infrastructure, services and community systems, and assess community capacity to respond to environmental shocks.
• Review efficiency of programme delivery, resource utilisation, implementation timelines and value‑for‑money opportunities.
• Examine partnership and governance arrangements, including government ownership, coordination with partners and effectiveness of implementation modalities.

Required profile

• Proven experience in WASH programme evaluation, climate‑resilience and rural livelihoods projects.
• Demonstrated ability to produce analytical, independent reports for international development organisations.
• Familiarity with UNICEF standards, monitoring and evaluation frameworks, and theory‑of‑change analysis.
• Strong analytical, writing and communication skills, with capacity to work autonomously.
