Digital Health Consultant (National)

About the role

UNICEF is seeking a Digital Health Consultant to support the Ministry of Health in Sierra Leone on a 12‑month consultancy. The role will focus on advancing the country’s digital health agenda, including assessments, roadmap development, and strengthening health information systems.

Key responsibilities

• Conduct a national digital health landscape assessment.
• Develop and launch the National Digital Health Roadmap.
• Establish and support the Digital Health Coordination Unit.
• Provide technical assistance for EMR, DHIS2, CHIS/ComEMR and related digital tools.
• Promote digital literacy, dashboard creation, data quality improvement and routine data use.
• Engage stakeholders and build capacity across the health sector.

Required profile

• Advanced university degree in Public Health, Health Informatics, Digital Health, Health Information Systems, Epidemiology, ICT for Development, Data Science, Computer Science or related field (or equivalent experience).
• Minimum 5 years of progressively responsible experience in digital health, HMIS/DHIS2, EMR, health systems strengthening or public‑health monitoring in low‑resource settings.
• Fluency in English; knowledge of local Sierra Leone languages is an asset.
• Demonstrated knowledge of EMR standards, interoperability, data governance, digital health coordination and technical writing.
