We operate in over 90 countries and have a workforce of 4,000 talented, motivated, and diverse staff of all religions, races, languages, and gender identities.Programme InformationThe Women’s Integrated Sexual Health (WISH)-Dividend programme is FCDO’s flagship sexual and reproductive health and rights (SRHR) investment in Africa, with three components: WISH2, Policy and Systems (P&S), and Evidence and Learning.WISH P&S is a demand-led, problem-driven technical assistance (TA) programme supporting governments to tackle policy, financing, and institutional bottlenecks that constrain progress on human development, with a focus on demographic transition (DT) and SRHR outcomes. WISH P&S – delivered by Palladium and its consortium partners PRB, Engender Health, and BBC Media Action – works closely with FCDO Posts to agree its government-aligned TA priorities and delivers using problem-driven iterative adaptation, with a focus on testing, learning, and adapting.Launched in January 2025, WISH P&S is in its second year and operates through 3 “Windows”: Window 1: DT support in Nigeria and DRC. Window 2: DT and SRHR support in Kenya, Malawi, Mozambique, Tanzania, and Uganda. Window 3: A flexible TA offer that can be requested by FCDO Posts across Africa. Call For ConsultantsWe are currently building a pool of Short-Term Technical Assistance Experts for its Window 3 offer to FCDO Posts across Africa, with a specific focus on the following countries beyond the 7 in which it currently operate for Windows 1 and 2: Botswana, Burundi, Cameroon, Chad, Eritrea, Eswatini, Ethiopia, Gambia, Ghana, Guinea, Ivory Coast, Lesotho, Madagascar, Malawi, Mali, Namibia, Niger, Rwanda, Senegal, Sierra Leone, Somalia, South Africa, Sudan, Zambia, Zimbabwe.Inclusion in the pool does not guarantee consultancy work. Selected consultants will be asked to participate in mini-competitions if consultancy opportunities become available. Technical expertise and competitive pricing will be key considerations for final selection.We Are Seeking Candidates In The Following Technical Domains Service line 1: Advocacy and political engagement: Support evidence-based advocacy to raise visibility and political buy-in for SRHR and DT reforms. This includes CSO and media involvement to build demand, ownership, and domestic financing for DT and SRHR priorities.Service line 2: Demographic and SRHR policy implementation and support: Support governments in drafting, reviewing, revising, and implementing policies and legal frameworks on SRHR and DT.Service line 3: Demographic evidence generation and use: Support government to produce demographic evidence aligned with user needs and unlock government opportunity and capacity to use demographic data for planning and budgeting.Service line 4: External accountability: Support CSOs and media to track DT/SRHR commitments – building government acceptance and accountability as a constructive function and strengthening sustained public scrutiny.Service line 5: Institutional capacity building and skills transfer: Support the strengthening of national institutions to coordinate and steward SRHR/DT functions without external support.Minimum Requirements Formal training in Demography, Population Studies, Economics, Public Health, Public Policy or a related field for SRHR. For mid-career professionals, at minimum 10 years of relevant expertise. For senior/advanced professionals, at minimum 15 years of relevant expertise. Proven previous experience working international agencies or development programmes in Sub-Saharan Africa - NOT CURRENTLY WORKING WITH THE GOVERNMENT INSTITUTIONS OR UNIVERSITIES. Proven experience in the provision of technical assistance to government partners. Proven experience support government ownership and institutionalisation. Strong interpersonal and facilitation skills for working with high-level stakeholders and multi-sectoral teams. Excellent written and verbal communication skills in languages local to your context, as well as in English. Experience in political economy analysis, and problem-driven iterative adaptation, highly preferred.
