About the role

The International Development Corporation is seeking an expert to lead a Data Quality Review (DQR) for the Sierra Leone Monitoring & Evaluation (M&E) Plan. The consultant will assess the quality of data collected for the Compact indicators and propose concrete actions to improve data collection, processing, and reporting.

Key responsibilities

• Review Compact indicators, associated data, and collection methodologies.
• Identify margins of error, systematic biases, and data gaps.
• Verify baseline and historical data; compile missing baselines where needed.
• Assess partners' data collection practices, archiving, and reporting procedures.
• Ensure compliance with MCC M&E policies, guidelines, and common indicators.
• Provide actionable, cost‑effective recommendations to strengthen data quality and M&E capacity.

Required profile

• Proven experience in data quality assessment and monitoring & evaluation.
• Familiarity with MCC Compact indicators and related guidelines.
• Ability to work on‑site in Sierra Leone and engage with multiple project partners.
• Strong analytical skills to identify data limitations and propose improvements.
