Job description
About the role
The NBSAP Accelerator Partnership's Facilitator Programme is seeking a consultant to help the Government of Sierra Leone, through its Environment Protection Agency (EPA), develop a Gender Plan of Action for the NBSAP 3.0 (2026-2035). The work integrates gender equality into conservation policies, in line with the Kunming-Montreal Global Biodiversity Framework Targets 22 and 23 and the CBD Gender Plan of Action, and aims to ensure women's full, effective and meaningful participation in biodiversity planning and fair resource access. The assignment is remote and expected to last 3 months.
Key responsibilities
- Conduct a gender analysis and multi-stakeholder consultations with local communities, women-led civil society organizations, traditional leaders and youth groups, including marginalized groups.
- Summarize the results of the gender analysis and consultations, and carry out a localized gender assessment of access to land, natural resources and biodiversity-dependent livelihoods.
- Identify baseline barriers to women's and youth's participation in environmental decision-making and link the NBSAP to women's rights to own, access and manage land, fisheries and forest resources.
- Provide sex-disaggregated data to evaluate how conservation policies affect men and women differently.
- Develop a Gender Plan of Action that includes gender-specific indicators, target financing and a budget dedicated to gender mainstreaming and women-led conservation initiatives, and validate it with policymakers and stakeholders at national workshops.
- Present the draft plan at national or regional validation workshops with government and international stakeholders.
- Raise awareness and disseminate the plan to target groups, including communities, possibly in local languages.
- Provide technical training and capacity-building to national ministries and local council administrations, including toolkits, training events and materials, and report on the support provided.
