Technical IT Assessment Consultant

About the role

The International Trade Centre is seeking a Technical IT Assessment Consultant to support the READY Salone project in Sierra Leone. The consultant will work under the supervision of the ITC project team, delivering technical assessments of selected institutions and providing evidence‑based recommendations for equipment procurement and allocation.

Key responsibilities

• Conduct a desk review and develop an assessment schedule for shortlisted institutions.
• Perform on‑site technical assessments, evaluating infrastructure readiness, sustainability capacity and digital equipment needs.
• Prepare an Inception Report outlining methodology and assessment tools (Week 2).
• Deliver a Final Consolidated Procurement and Allocation Report with recommendations, equipment specifications, quantities and allocation plan (Week 4).
• Provide regular progress updates and validate key findings with ITC before finalisation.
• Present final findings to project stakeholders.

Required profile

• Proven experience in IT assessments, procurement planning or digital infrastructure projects, preferably in development contexts.
• Strong analytical skills and ability to produce clear, evidence‑based reports.
• Willingness to be based in Freetown, Sierra Leone, with occasional travel to provincial locations.
• Fluency in English.
