International Consultant – SRHR Funding Landscape Analysis (Freetown)

About the role

The United Nations Population Fund (UNFPA) in Sierra Leone is seeking an International Consultant to assess the impact of the evolving funding landscape for sexual and reproductive health and rights (SRHR) and to provide strategic recommendations for sustainable financing.

Key responsibilities

• Develop an inception report with assessment framework, data collection tools and stakeholder engagement plan.
• Conduct a desk review of health expenditure trends, donor contributions and programmatic reports from 2020 onward.
• Carry out key informant interviews and focus group discussions with Ministry of Health officials, UN agencies, development partners, NGOs and civil society leaders.
• Analyze facility‑level and community‑level disruptions linked to funding changes and assess the adaptive capacity of local NGOs and CSOs.
• Identify financing opportunities such as domestic resource mobilization, public‑private partnerships and innovative mechanisms.
• Present preliminary findings in a national validation workshop and incorporate feedback into the final deliverables.
• Produce a final narrative report, policy brief, PowerPoint presentation and infographics for high‑level advocacy.

Required profile

• Advanced university degree (Master’s or higher) in Public Health, Health Economics, Global Health Policy or related field.
• Minimum 7 years of experience in health system financing, SRHR policy or development evaluation in Sub‑Saharan Africa.
• Proven experience working with UN agencies, ministries of health, NGOs or development partners.
• Excellent technical writing skills with a track record of producing high‑impact policy briefs.
• Strong qualitative and quantitative research expertise, including conducting KIIs and focus groups.
• Fluent in written and spoken English.
• Ability to work independently and collaboratively with a national counterpart.
