International Consultant – End‑Project Evaluation of Obstetric Fistula Initiative

About the role

The United Nations Population Fund (UNFPA) in Sierra Leone seeks an International Consultant to lead a comprehensive end‑of‑project evaluation of its Integrated Results‑Based Approach to eliminate obstetric fistula. The consultant will assess the programme’s relevance, effectiveness, efficiency, sustainability and overall impact, and will document lessons learned for future programming.

Key responsibilities

• Assess the relevance of the project against its original objectives and proposal.
• Evaluate the effectiveness of interventions, identifying what worked well and what did not.
• Analyze efficiency by reviewing resource use and cost‑effectiveness.
• Examine sustainability of outcomes and contributions to health‑system strengthening.
• Measure impact on maternal health indicators and social reintegration of survivors.
• Prepare a detailed evaluation report with findings, conclusions and actionable recommendations.
• Ensure compliance with UNFPA evaluation standards and coordinate with the Ministry of Health and other partners.

Required profile

• Advanced university degree (Master’s or higher) in public health, health systems, evaluation, or a related field.
• Proven experience conducting end‑of‑project evaluations of health programmes, preferably in low‑resource settings.
• Familiarity with obstetric fistula, maternal health, or related sexual and reproductive health issues.
• Experience working with UN agencies, NGOs, or government ministries on health projects.
• Strong analytical, report‑writing and presentation skills.
• Ability to work independently and travel to project sites in Sierra Leone.
