WASH Project Review Consultant – Climate‑Resilient Programme

About the role

The consultancy will conduct an independent review of UNICEF’s integrated climate‑resilient WASH and livelihoods programme in rural fishing communities of Sierra Leone, covering implementation from 2023 to mid‑2026 and informing the remaining period through 2027. The review will assess service quality, functionality, utilisation, sustainability and climate‑resilience, and provide evidence‑based recommendations for programme optimisation.

Key responsibilities

• Undertake a comprehensive programme review covering the full implementation period.
• Assess service quality, functionality, utilisation, sustainability and climate‑resilience of WASH interventions.
• Analyse efficiency, resource use, implementation delays and value‑for‑money aspects.
• Evaluate partnerships, governance arrangements and government ownership.
• Provide practical, prioritized recommendations and options to address delays without additional financial resources.

Required profile

• Proven experience in WASH programme evaluation, preferably in climate‑resilient contexts.
• Familiarity with rural fishing community settings and livelihoods programmes.
• Ability to work independently and deliver objective, evidence‑based analysis.
• Strong analytical and report‑writing skills.
