About the role
UNICEF is seeking a qualified consultant to conduct an independent review of its integrated climate‑resilient WASH and livelihoods programme operating in rural fishing communities of Sierra Leone. The assignment will cover the full implementation period from 2023 to mid‑2026 and will inform programme adjustments through 2027.
Key responsibilities
- Analyse programme performance against intended results for children, women and fishing households, focusing on service quality, functionality, utilisation, sustainability and climate resilience.
- Produce evidence‑based, prioritised recommendations to improve delivery, address delays and enhance value for money without additional financial resources.
- Assess the relevance of the theory of change, underlying assumptions and implementation modalities in the evolving operational and environmental context.
- Evaluate how climate‑resilience is integrated into infrastructure, services and community systems, and the capacity of communities to respond to environmental shocks.
- Review efficiency of resource use, partnership arrangements, government ownership and coordination with other partners.
Required profile
- National or international consultant with proven experience in WASH, livelihoods and climate‑resilient programme evaluation.
- Demonstrated ability to conduct independent, analytical assessments and produce actionable recommendations.
- Familiarity with the humanitarian and development context of Sierra Leone is an advantage.
