Health Financing Specialist (9‑month consultancy)

About the role
This 9‑month consultancy supports the Ministry of Health in Sierra Leone to design and operationalise a pooled health financing mechanism. The specialist will work closely with government officials and development partners to align donor and domestic resources for the Basic Health Benefits Package and broader financing reforms.
Key responsibilities
- Assess the current fragmented health financing landscape and identify pooling opportunities.
- Facilitate consensus building among stakeholders on pooling approaches.
- Develop the technical, institutional and fiduciary design of the pooled financing mechanism.
- Clarify linkages with the emerging Strategic Purchasing Agency.
- Create a phased transition roadmap and outline initial implementation steps.
- Provide political‑economy analysis and ensure stakeholder engagement throughout the process.
Required profile
- Master’s degree in Public Health, Health Economics, Public Administration, Development or a related field.
- Minimum 10 years of experience in Sierra Leone’s health sector.
- In‑depth knowledge of country‑level health financing reforms, public financial management systems and legal frameworks.
- Proven facilitation, coordination and stakeholder‑engagement experience.
