MEAL Officer (Monitoring, Evaluation, Accountability & Learning)

About the role

HER Future Foundation is looking for a MEAL Officer in Falaba, Papua New Guinea. The officer creates and oversees the organization's data and learning frameworks to monitor programme effectiveness, ensuring accountability to both beneficiaries and donors and producing evidence that improves girls' education, livelihoods and community development.

Key responsibilities

• Create and run the MEAL framework, including logframes and performance indicators that meet donor standards.
• Design data collection tools, train field teams and volunteers, and supervise surveys, focus group discussions and regular monitoring at sites such as Dukono School.
• Oversee the whole data lifecycle: collection, analysis, secure storage and use of findings for decisions and reporting.
• Lead evaluations, including baseline and endline studies and learning reviews, to capture lessons and good practice.
• Set up and maintain feedback and complaint systems and safeguarding compliance protocols.
• Draft the MEAL sections of funding proposals and donor reports, with narrative analysis and visual data.
• Build the capacity of staff in the Programme and Finance departments on MEAL principles and data use.

Required profile

• Proven experience designing and managing MEAL systems.
• Experience leading evaluations, baseline/endline studies and documenting organizational learning.
• Ability to write narrative reports and create data visualizations for proposals and donor communications.
• Knowledge of feedback mechanisms and safeguarding compliance protocols.

Required skills

• Developing data collection tools and training field staff.
• Data quality management, analysis and storage for reporting.
• Building team capacity on MEAL concepts and data utilization.
