Digital Health Consultant (National) – 12‑Month Fixed‑Term

About the role

UNICEF is seeking a Digital Health Consultant to support the Ministry of Health in Sierra Leone. The 12‑month assignment will be office‑based in Freetown with regular travel to health facilities and government offices. You will lead the development and implementation of the National Digital Health Roadmap and strengthen digital health coordination.

Key responsibilities

• Conduct a national digital health landscape assessment.
• Develop and launch the National Digital Health Roadmap.
• Establish and operationalise the Digital Health Coordination Unit.
• Provide technical assistance for EMR, DHIS2, CHIS/ComEMR, and related data systems.
• Support digital literacy, dashboard creation, data quality improvement and routine data use.
• Facilitate stakeholder engagement and capacity‑building workshops.

Required profile

• Advanced university degree in Public Health, Health Informatics, Digital Health, Health Information Systems, Epidemiology, ICT for Development, Data Science, Computer Science or a related field.
• Minimum 5 years of progressively responsible experience in digital health, HMIS/DHIS2, EMR, health systems strengthening or public‑health programme monitoring in low‑resource settings.
• Fluency in English; knowledge of local Sierra Leone languages is an asset.
