Digital Health Consultant (National) – Health and Nutrition

About the role

UNICEF is seeking a Digital Health Consultant to support the Ministry of Health in Sierra Leone. The consultant will lead the development and implementation of national digital health initiatives, including the Digital Health Roadmap and the establishment of a coordination unit.

Key responsibilities

• Conduct a national digital health landscape assessment.
• Develop and launch the National Digital Health Roadmap.
• Support the creation of the Digital Health Coordination Unit.
• Provide technical assistance for EMR, DHIS2, CHIS/ComEMR, and related data systems.
• Enhance digital literacy, dashboard development, data quality, and routine data use.

Required profile

• Advanced university degree in Public Health, Health Informatics, Digital Health, or related field (or equivalent experience).
• Minimum 5 years of progressive experience in digital health, HMIS/DHIS2, EMR, or health systems strengthening in low‑resource settings.
• Fluency in English; knowledge of local languages is an asset.

Required skills

• Experience with EMR standards and interoperability.
• Proficiency in DHIS2, OpenMRS/Bahmni, CHIS/ComEMR.
• Data governance, dashboard creation, and data‑use methodologies.
• Capacity building and stakeholder engagement.
• Strong technical writing.
