Digital Health Consultant – National (12‑month consultancy)

About the role

UNICEF is seeking a Digital Health Consultant to support Sierra Leone's Ministry of Health in advancing its digital health agenda. The 12‑month assignment combines office‑based work in Freetown with travel to key stakeholders, focusing on the national digital health landscape, roadmap development, and coordination unit establishment.

Key responsibilities

• Conduct a comprehensive assessment of the national digital health ecosystem.
• Develop and launch the National Digital Health Roadmap.
• Set up and operationalise the Digital Health Coordination Unit.
• Provide technical assistance for EMR, DHIS2, CHIS/ComEMR, and related digital tools.
• Support digital literacy, dashboard creation, data quality improvement and routine data use.

Required profile

• Advanced university degree in Public Health, Health Informatics, Digital Health, Health Information Systems, Epidemiology, ICT for Development, Data Science, Computer Science or a related field (a first degree with substantial experience may be considered).
• Minimum 5 years of progressively responsible experience in digital health, HMIS/DHIS2, EMR, data systems or health systems strengthening in low‑resource settings.
• Fluency in English; knowledge of local Sierra Leone languages is an asset.
• Demonstrated knowledge of EMR standards, interoperability, data governance, digital health coordination, system requirements, dashboard and data‑use approaches, capacity building, stakeholder engagement and concise technical writing.
