National Consultant – Draft BMS Act Regulations (Sierra Leone)

About the role
The Government of Sierra Leone is seeking a National Consultant to develop comprehensive National Regulations that will operationalise the Breastmilk Substitutes (BMS) Act, 2021. The consultant will work closely with the Ministry of Health’s Food and Nutrition Directorate to translate the Act into practical, enforceable rules across the country.
Key responsibilities
- Draft context‑appropriate National Regulations covering procedural steps, institutional mandates, enforcement mechanisms and penalties.
- Design monitoring tools and compliance frameworks to ensure effective implementation of the BMS Act.
- Coordinate with WHO, UNICEF and national stakeholders to align regulations with international codes and resolutions.
- Provide technical advice on labeling, marketing restrictions, and distribution controls for breastmilk substitutes and related products.
- Prepare briefing notes, policy briefs and training materials for government officials and enforcement agencies.
Required profile
- Advanced degree in public health, nutrition, law, or a related field.
- Proven experience in drafting health‑related regulations or policies, preferably in low‑resource settings.
- Strong knowledge of the WHO International Code of Marketing of Breastmilk Substitutes and related WHA resolutions.
- Excellent analytical, writing and stakeholder‑engagement skills.
