G2G Engagement and Partnership Lead (Consultant)

About the role

Palladium is seeking a senior consultant to lead Government‑to‑Government (G2G) engagement and partnership activities supporting the Government of Sierra Leone’s health commitments under the U.S. Government‑Sierra Leone Health Memorandum of Understanding. The role will provide technical assistance, stakeholder coordination, and resource‑mobilisation support.

Key responsibilities

• Provide G2G technical assistance to ministries, agencies, local councils and potential recipient entities, including self‑assessment, gap analysis and remediation planning.
• Support the establishment of the Technical Management Unit, governance structures, costing, monitoring and verification of MOU and G2G milestones.
• Lead monitoring, evaluation and learning functions in collaboration with CHASL and the Country Lead.
• Manage project consultants, oversee risk management, reporting and delivery of results.
• Identify and advance donor buy‑ins, strategic partnerships and opportunities to expand Palladium’s support.

Required profile

• Master’s degree in public health, health economics, finance, public administration, international development or related field; professional qualification in accounting/finance preferred.
• Minimum five years of progressive experience in health systems strengthening, public financial management, donor‑funded program management or government reform.
• Demonstrated experience working with senior government officials and managing projects of US$10 million or more.
• Strong understanding of Sierra Leone’s health sector, decentralisation and development‑partner landscape.
